Why is China's food secuirity poor?

More time our government states how to manage our county including the city and the people,I believe that there is one day everything will achieve just said,but now I am so disappointed for it,I even couldn't imagine if I  continues to trust what I will face again.

Why we can't manage the company and the morale,the food security isn't once but at least more than three,and every time there are ,many people sacrifice because of it,this time turns to the infants,what our profound  are considering,the official said that is their negligence,but isn't that,what  power can make them forget the life is important,make them look down the life,I don't know why,ever I was so happy and proud because I an  Chinese who have many exiting history and  long culture,but now,how can I do for myself?
